This is a work on making the scene for the construction of a new municipality building. The work is conceived through the construction of a script, which is argued to be enacted within the architecture. In this script, the fundamental acts of a municipality are put forward to be the characters entering the existing scene. In each scene of the script, the acts confront the existing scene in the presence of the site and they speak out their dialogues with it. The script is the result of this confrontation.

ACT 1: A GATHERING

A Municipality commissions a municipality building to be built on a site. The following is an attempt to address this commission:

A Municipality, defined as a self-governing body also responsible for the enactments of ’acts’(as in law), needs to become architecture. This project embodies the ‘acts’ and is an attempt to build the self- governing body around the idea of ‘enactment’ of ‘acts’.

The ‘acts’ become the characters (we may ask: who/what are the act- ors?) and enter the site. The ‘acts’ enter the site and they speak out their confrontation with the site. The action of the play is their speeches. Their speeches come out in the form of drawings, building their self-governing language. Then we may ask ourselves: where do they give their speeches, where does the action take place? This faces us with a deliberate question on the relationship between act, action, site and stage. ‘The scene’ is the study addressing these questions with regard to time-place-action.
